Description

The philosophical basis of public procurement is different from private procurement. The private buyer emphasis is to protect their companies’ profit by managing cost while acquiring the necessary supplies and services that help accomplish their mission. The public buyer philosophical basis is to provide programs and services for the benefit of the citizens of their own country. Additionally public buyer must buy to satisfy the needs of the administration of their Government.

 This difference in philosophy causes many differences in the environment, the processes, the law and regulations, negotiations and procurement outcomes. Areas, which must be emphasised in public procurement, are:

  • Accountability for effectiveness, efficiency, legal and ethical manner in procurement. 
  • Public responsiveness to the public and customers within the organizations.
  • Strong institutional support at the top level of government essential for supporting professionalism, promoting integrity and proper application of procurement law.
  • Transparency is characterised by well defined regulations and procedures open to public scrutiny, clear, standardised tender documents, bidding and tender documents containing complete information, equal opportunity for all in the bidding process.
  • Competition is a good procurement policy since it encourages the most competitive and able suppliers to tender for contracts. Such a policy calls for fair procedures, clear requirements, standard conditions of contract, and adherence to the Government’s obligations under the contract and good working relationships and trust with suppliers.
  • Appeal rights forum support transparency in the procurement process and provide a check of possible corruption, and addresses aggrieved bidders complaints.

In this seminar, materials developed by ITC/UNCTD/WTO will be used to provide professional practice skills in public procurement and disposal processes. This seminar will assist the participants to carry out a more efficient public procurement process in accordance with the government laws and regulations. The sharing of experience with participants from Eastern and Southern Africa region is an opportunity not to be missed.
